The Speaker of the National Assembly Moses Wetangula on Thursday had a tough time calling to order lawmakers from the Azimio La Umoja One Kenya Alliance Camp over different reasons.

The minority MPs protested the Finance Bill, the ruling by Wetangula not to kick out Sabina Chege as the Deputy Minority Whip and also failure by the national government, through Treasury to release CDF and funds to counties.

In his submission that did not sit well with Wetangula, Kathiani Member of Parliament Robert Mbui and who is the Deputy Minority leader claimed that if government does not release the county funds and CDF, then there should be no debate on budget.

“The Treasury CS has already given the house two letters confirming that money will be disbursed Sh2 Billion every week, and the first time he failed, the second time he has failed, and simply English says ‘Once bitten twice shy’ and two times we have not gotten what we wanted. “

“We are a month to the end of the financial year and we are told 38 per cent of CDF money has been released in the last 11 months, and we are forced to believe that the remaining 62 per cent will be released within a month, really? I want to propose may be we suspend the debate on budget until the money hits our accounts.”

“It should be ‘No CDF No Budget, No Money For Counties No Budget, No NGAF No Budget,” said the Wiper MP.

In response Wetangula said, “Honourable Mbui, your request is noble but the Majority leader has given you a response that the money will be disbursed. The debate on the budget is ongoing.”

“I want to encourage you that extremist position is unhelpful and we do not encourage it, when we reach the order we carry on with the debate, the budget statement will be presented to this house on Thursday next week.”
