President William Ruto has declared that his administration has resolved the long-standing issues surrounding university capitation and funding—a move that is set to transform Kenya’s higher education landscape.

Speaking with characteristic confidence, the Head of State stated, “We had a problem with universities; we have resolved the issues of capitation and university funding. Now our universities are better funded to deliver on their mandate.”

This statement marks a significant milestone in Kenya’s ongoing education reform agenda.

For years, public universities have grappled with crippling financial shortages, delayed government disbursements, and unsustainable student-to-resource ratios.

The new funding model, which the Ruto administration has championed, reportedly ensures that resources are allocated more equitably and efficiently, directly linking university funding to performance and student needs.

Sources within the Ministry of Education have confirmed that under the revamped model, students from disadvantaged backgrounds will receive increased government support, while institutions will enjoy greater autonomy to manage their finances and pursue innovation.

Analysts have hailed the development as a “game changer” that could breathe new life into Kenya’s academic institutions, many of which have struggled to maintain quality in the face of fiscal strain.

President Ruto emphasized that his government’s goal is to create a higher education system that not only produces graduates but also drives research, innovation, and economic growth.

He noted that properly funded universities are the backbone of Kenya’s ambition to become a regional knowledge and technology hub.

As the new funding formula takes root, stakeholders—including university administrators, lecturers, and students—are watching closely to see how this shift will impact day-to-day operations and long-term sustainability.

For now, one thing is clear: the Ruto administration has staked its reputation on delivering a stronger, more sustainable university system—one that promises a brighter future for Kenya’s youth.
