Kenya Navy commander Major General Paul Owuor Otieno has retained his position following the Friday military changes by President William Ruto.

In the changes, Kenya Army and the Kenya Air Force got new commanders while Major General Otieno stayed put.

Lt Gen David Keter was appointed as the new Kenya Army Commander to succeed Lt Gen David Tarus while Major General Bernard Waliaula was appointed as the new Kenya Air Force commander in place of Major General Fatuma Gaiti Ahmed, who retired after 42 years of military service.

According to the Tonje Rules, a Major General retires after attaining 59 years of age. As for Major General Otieno, he has already hit 60 years.

According to his profile on the Ministry of Defence Website, the Kenya Navy commander was born in May 1965. This means, he is already way past the retirement age.

Major General Otieno was appointed as Kenya Navy commander in May 2024 to succeed Major General Thomas Ng’ang’a Njoroge, who was posted to the National Defence University-Kenya as Deputy Vice Chancellor.

Prior to his appointment as Navy chief, he served as the director, Kenya Shipyards Limited.

The seasoned General has enjoyed a stellar military career spanning 38 years. He joined KDF as an Officer Cadet in 1987 and was commissioned a second lieutenant in 1988.
