Paul Otieno

Kenya Navy commander Major General Paul Owuor Otieno has once again survived the President William Ruto purge to have his term in office extended for one year.

In the changes by Dr Ruto, Major General Otieno has seen his term extended by another one year even after attaining retirement age.

Major General Otieno, 61, was appointed as Kenya Navy commander in May 2024 to succeed Major General Thomas Ng’ang’a.

In 2025, his tenure was extended by President William Ruto even having attained the mandatory retirement age of 59 years for officers of his rank in line with the much revered Tonje Rules.

A holder of a masters degree in Physics from Kenyatta University and a further masters degree in International Relations from the University of Nairobi, Major General Otieno had previously served as the director, Kenya Shipyards Limited before his appointment as Kenya Navy commander in 2024.

A technical officer, Major General Otieno has held other senior appointments on board various naval ships.
