Police in Garissa have arrested a man accused of killing a woman whose body was recovered in a borehole near the Hagadera Refugee Camp.

The suspect, Hussein Bilal, alias Kadogo, is also the uncle of the deceased and was arrested by members of the public before being handed over to officers at the Hagadera Police Station.

According to residents, the victim, identified as Safiya Abdi Bilal, had recently completed her Kenya Junior School Education Assessment (KJSEA) on November 3, 2025, and was waiting for her results before her body was discovered on Saturday night.

 

Her former headteacher, Khalif Hassan, confirmed her death, describing Safiya as a promising learner whose life was “tragically cut short through a heinous act.”

Police revealed that four other suspects were arrested along with Safiya’s uncle and are assisting with ongoing investigations. Human rights defenders expressed disappointment over her death, condemning the killing and citing systemic failure in child protection.

Barlin Ali, a gender officer with the Pastoralist Girls Initiative (PGI), warned traditional elders against intervening in the case, stating that mediation in murder, rape, and gender-based violence cases often leads to the collapse of justice.
