Machakos County Governor H.E Wavinya Ndeti has condemned the violent incident in Machakos Town on 31st March, urging residents to observe lawful and orderly processes when raising grievances.

The Governor clarified that Mr. Sammy Kioko is not a registered supplier of the County Government. Inspectorate uniforms were supplied by Movata Designs, and any claims must be supported by proper legal authorization.

Ndeti explained that partial delivery by Movata Designs occurred at the close of the 2023/2024 financial year, preventing full inspection and acceptance. Consequently, the payment was classified as a pending bill following Public Finance Management procedures.

The Governor highlighted the County Pending Bills Verification Committee’s work, which was set up following recommendations from the Auditor-General and Controller of Budget to verify pending bills totaling KES 3.8 billion.

The Committee established KES 2.1 billion as eligible for payment, while KES 1.68 billion was deemed ineligible due to incomplete documentation or unverified claims, including KES 927 million in legal fees.

Since taking office, Ndeti’s administration has cleared KES 642 million of eligible historical pending bills, leaving a balance of KES 1.48 billion. She pledged systematic settlement through the 1st Supplementary Budget for FY 2025/2026 and future budgets.

In the current financial year, the County has settled KES 1.39 billion in pending bills, showing commitment to fiscal discipline and honoring verified obligations. The remaining current period pending bills of KES 1.96 billion will be addressed through budget allocations and first-charge arrangements.

Governor Ndeti assured suppliers that all verified claims will be honored according to legal and audit frameworks, emphasizing fairness, the FIFO principle, and adherence to lawful procedures.

She appealed to suppliers to exercise patience and engage the County Government through proper channels, stressing that public demonstrations cannot override established legal processes or accelerate payments beyond statutory limits.

The Governor reiterated her administration’s dedication to transparency, integrity, and partnership with suppliers, assuring residents that verified obligations will be fully honored while fostering cooperation and mutual respect across Machakos County.
