The United States has sharply escalated its response following an apology by Uganda’s Chief of Defence Forces, General Muhoozi Kainerugaba, over remarks that briefly disrupted military and diplomatic relations between Kampala and Washington. U.S. lawmakers say the apology does not fully address the gravity of the incident.
U.S. Senator Jim Risch stated that General Muhoozi crossed a red line, arguing that his conduct has forced Washington to reconsider the depth and reliability of its security partnership with Uganda. He warned that senior military leaders cannot afford to act recklessly without consequences.
The standoff began after General Muhoozi announced on social media that Uganda was suspending military cooperation with the U.S. Embassy in Kampala. The statement immediately raised alarm, given Uganda’s strategic role in regional security and counterterrorism efforts.
Within hours, General Muhoozi deleted the posts and issued a public apology, saying he had relied on incorrect information. He later confirmed that military cooperation with the United States would continue as normal after talks with the U.S. ambassador.
Despite this, Senator Risch dismissed the apology as hollow, insisting that deleting posts and saying sorry does not undo the damage caused. He said the United States will not tolerate instability or impulsive behaviour from key security partners.
U.S. officials have now called for concrete action, including disciplined communication and strict adherence to diplomatic protocols. Lawmakers want assurances that similar incidents will not recur.
Risch also hinted at a broader reassessment of military cooperation, including training programs and joint operations. He stressed that accountability is central to any credible security partnership.
The episode has renewed debate over leadership, responsibility, and restraint within Uganda’s military command. For Washington, the message is blunt that words alone are not enough, and future cooperation will depend on consistent, responsible conduct.
