Citizen TV has exposed the group of masked men who were seen shooting without warning during the Saba Saba protests.
The group is made up of officers from the Directorate of Criminal Investigations, the Anti-Terror Police Unit, and the National Intelligence Service.
These officers wore face covers and used private cars to hide their identity.

The Police Reforms Working Group has said the officers broke the law by hiding their faces and using heavy weapons.
The group wants top police bosses to explain who allowed the group to be on the streets.
Among those mentioned are Director of DCI Mohammed Amin, National Police Service Director of Operations Adamson Bungei, and Said Kiprotich who leads the anti-terror unit.
Also named is National Intelligence Service Director Noordin Haji.
These officials are now being asked to explain what role they played in the operation.
The public wants to know why force was used on people who were not armed.
Human rights groups have said a full investigation must be done to find the truth.
They say those behind the killings should be taken to court.
