President William Ruto’s government has now sneaked back the Chief Administrative Secretary positions that the court had termed unconstitutional through a new bill set to be debated in the National Assembly.

The Ruto’s led administration has now sneaked back the CAS position through the National Government Coordination Amendment Bill 2023.

The Ruto’s led government had been stopped from employing the CAS who he had nominated and were sworn in at the Statehouse. The court ordered that the CAS should not assume office or draw salaries from the exchequer.

In the new bill that is in the National Assembly, the criteria for the appointement and work of the CAS have been stipulated.

“There is Secretaries, established the office of the Administrative Chief. Chief Administrative Secretary shall be an office in the public service. The complement Chief Administrative Secretaries shall be as determined Public Service Commission” the bill read.

In the bill, the President shall, on the recommendation of the Public Commission Service and approval of the National Assembly, appoint Chief Administrative Secretaries.
