A new development has emerged for Junior Secondary School teachers as the government prepares to make changes to the employment status of thousands of educators.

 

President William Ruto announced that 20,000 JSS teachers who have completed at least two years in service are expected to secure permanent and pensionable positions beginning January 2027.

The announcement was made during the World Teachers’ Day celebrations held at Kasarani on Monday, October 5.

For teachers who have been serving on contracts, the announcement could represent an important step towards greater job stability. Many have been keenly following government plans on the future of JSS staffing and the possibility of longer term employment.

Ruto said KSh4.9 billion had been provided to support the planned transition. The allocation is expected to cater for the movement of the targeted teachers into the new employment arrangement.

The president also outlined the government’s broader plans for increasing the number of teachers in public schools.

According to Ruto, the government expects to reach a total of 120,000 teacher recruits by the close of 2026. He said 100,000 teachers had already been brought into the teaching service over the past four years, while another 20,000 are expected to be recruited before the year ends.

Attention was also drawn to the issue of teacher promotions.

Ruto directed the Teachers Service Commission to expand the current promotion exercise so that more teachers can benefit. The number of available promotion opportunities is expected to rise from the earlier figure of 34,016 to 50,000.

The president said the government would provide the additional resources needed to facilitate the expanded exercise.

The announcements come as the education sector continues to deal with the demand for more teachers across public schools.

For the 20,000 JSS teachers targeted in the employment transition, the next few months will be particularly important. Their shift to permanent and pensionable terms is scheduled for January 2027, subject to the implementation process and applicable requirements.

The Teachers Service Commission is expected to provide further information on how the programme will be carried out and the teachers who will qualify.

The announcement has therefore placed January 2027 on the radar of thousands of JSS educators awaiting clarity on their employment future.
