The Directorate of Criminal Investigations has named three National Police Service officers as key suspects in the murder of psychiatrist and mental health researcher Dr. Victoria Mutiso.
DCI Director Mohamed Amin said the officers played distinct roles in the planning and execution of the killing that has shocked the medical and mental health community.
According to a statement issued on August 7, 2026, one officer has already been arrested.
PC Elijah Kibelion Kimoi, who was attached to Karinde Police Post under Kikuyu Police Station, is in custody in connection with the fatal shooting of Dr. Mutiso.
Amin said forensic analysis has placed the officer at the scene of the shooting and identified him as the person who allegedly fired the fatal shot.
Investigators say ballistic tests linked the firearm to the evidence recovered from the scene.
The DCI Director also revealed that a manhunt is ongoing for a senior police officer alleged to have provided the firearm used in the killing.
A third officer is being sought for their suspected role in coordinating the operation.
“Investigations have established that this was not a random act. The suspects played specific roles, from planning to execution,” Amin said, adding that more arrests are expected as the probe continues.
Dr. Mutiso was a respected psychiatrist and mental health researcher known for her work on community mental health programs.
Colleagues have described her as passionate about reducing stigma around mental illness in Kenya.
The DCI has assured the public that the investigation is being treated as a priority and that all those involved will be held accountable.
