Five police officers have been fined Ksh10,000 each or face three months in jail for failing to appear in court to testify in a high-profile murder case involving their colleague, Ahmed Rashid. The ruling was issued by the High Court sitting at Kibera after only one out of six scheduled witnesses showed up for the hearing.
The case dates back to March 2017, when two young men—Jamal Mohamed and Mohamed Dahir Kheri—were fatally shot in Eastleigh. The shooting, captured on CCTV and later shared widely online, triggered public anger and raised serious questions about police conduct.
During the court session, the prosecution told the judge that one officer had reported early but later disappeared, saying his colleagues had refused to testify. The absence of the remaining officers forced the judge to summon the Inspector General of Police and demand the physical production of the five officers on July 31.
The footage played in court was obtained from the National Police Service’s Integrated Communication, Command and Control Centre (IC3). It shows the exact moment the two men were shot, allegedly by Rashid, a police officer attached to the Pangani Police Station.
While some Eastleigh residents had previously praised Rashid for dealing with criminal gangs in the area, the Independent Policing Oversight Authority (IPOA) concluded that the killings were unlawful. After a long investigation, IPOA recommended that Rashid be charged with murder.
