Interior Cabinet Secretary Prof. Kithure Kindiki convened a meeting with senior officers from the Directorate of Criminal Investigations (DCI), led by Director of Criminal Investigations Mohamed Amin.

The purpose of this meeting was to establish effective mechanisms for resolving the existing backlog in the issuance and processing of clearance certificates, commonly known as certificates of good conduct.

Prof. Kindiki, who has been conducting unscheduled visits to the immigration department at Nyayo House, expanded his focus on addressing the backlog related to good conduct certificates during the meeting held on Friday.

Currently, there are more than 10,000 pending applications for good conduct certificates, with applicants frequently expressing their dissatisfaction due to the need for multiple visits and extended waiting times.

The Cabinet Secretary has reassured the public that the department’s technical staff is actively working to address the operational challenges and eliminate the current backlog of applications as quickly as possible.

Additionally, he has outlined the department’s long-term plan to enhance service efficiency by transitioning from the current Automated Palm and Fingerprint Identification System (APFIS) to the Multi-Biometric Identification System (MBIS). This upgrade is intended to provide a sustainable solution to address delays and improve overall service delivery.
