Principal Secretary for State Department of Livestock Development Jonathan Mueke now claims Livestock Bill 2023 circling online is fake.
The PS dismissed the retrogressive bill proposal as propaganda in a statement issued on his official X account.
“Fake news by enemies of progress. Msiuziwe uoga na propagandists,” he wrote.
The Livestock Bill 2023 in reference proposes tough regulations for animal feed farmers and the entire animal feed value chain from the basic level of growing the feed, processing, quality assurance, storage and distribution.
The bill proposes animal feed farmers be licensed and failure to which, they will be subjected to a fine of Ksh20,000 or a jail term of up to six months or both.
“A person shall not, whether as a business operator or otherwise, handle any animal feeds by way of engaging in any operation of production, manufacture, processing, storage, transport or distribution unless the person has been validly registered under this regulation and issued with a registration certificate,” part of the bill reads.

Adding;
“A person who operates a feedstuff business contrary to these regulations commits an offence and shall, on conviction, be liable to a fine not exceeding twenty thousand or to imprisonment for a period not exceeding six months or to both fine and imprisonment.”
The ministry said the Livestock Bill 2023 is projected to boost bookkeeping in the animal feed value chain.
While it could help the authorities control the quality of animal feed the bill has caused alarm online with a section of Kenyans seeking its revision.
