New details have emerged from a preliminary police report regarding the events that preceded the fatal shooting of youth leader Cecil Ouma by a bodyguard attached to Youth Affairs Principal Secretary Fikirini Jacobs.

 

According to the initial report, a group of youths allegedly surrounded the principal secretary’s official convoy shortly after a government youth empowerment forum held in Kariokor, Nairobi, under the State Department for Youth Affairs’ KIKAO programme on Tuesday, June 30, 2026.

Police say the group allegedly forced open the doors of the principal secretary’s vehicle, stole two mobile phones and smashed the rear windscreen with stones during the confrontation. The report further states that security officers assigned to the convoy fired warning shots in an attempt to disperse the crowd before one of the bodyguards allegedly shot 28-year-old Cecil Ouma.

 

The incident has sparked widespread public outrage and renewed debate over the treatment of youth political mobilisers ahead of Kenya’s 2027 General Election.

Ouma, a civil engineering student at the Technical University of Kenya and a youth mobiliser from Imara Ward in Embakasi, had reportedly mobilised about 60 young people to attend the event, according to his brother, Jeff Otieno.

Witnesses claimed that after the forum, Ouma approached the principal secretary’s vehicle to request additional transport reimbursement for the youths he had brought to the gathering, arguing that the KSh 10,000 allocated was insufficient. He reportedly entered the official vehicle before an altercation broke out, followed by a gunshot.

Ouma was rushed to Park Road Nursing Home, where he was pronounced dead.

While police maintain that the convoy was confronted by aggressive youths, Ouma’s family has disputed claims that he was violent or posed any threat during the incident.

A postmortem examination conducted by pathologists representing both the government and Ouma’s family concluded that he died from a single gunshot wound. The bullet reportedly entered through his left forearm before penetrating his chest, damaging his lungs and fracturing his spine.

The recovered bullet has been submitted to the Independent Policing Oversight Authority (IPOA) for ballistic analysis. Investigators have also taken possession of two firearms belonging to the principal secretary’s bodyguards for forensic examination, while one suspect has already been arrested in connection with the case.
