Cabinet Secretary for Defence Soipan Tuya has officially congratulated David Kipsang Keter on his election as the Member of Parliament for Emurua Dikirr, describing his victory as a powerful expression of the people’s democratic will.

In a statement shared today, the CS praised Keter’s campaign for its dedication and the deep trust he secured from the residents of Narok County. Known popularly as “Dollarline,” Keter ran under the United Democratic Alliance (UDA) banner and is now set to represent the constituency at both the local and national levels.

The Emurua Dikirr by-election, which drew intense political interest across the South Rift, concluded with Keter securing 18,266 votes. He defeated his closest rival, Vincent Kibet Rotich of the Democracy for the Citizens Party (DCP), who garnered 10,760 votes. Other candidates in the race trailed significantly, while the IEBC reported a robust voter turnout of 66.6 per cent.

In a notable gesture of political maturity, CS Tuya also singled out the DCP candidate, Vincent Rotich, for praise. She commended him for accepting the election results with grace, citing it as an excellent example of leadership and democratic maturity in the region.

“Congratulations, Vincent Kibet Rotich, for demonstrating leadership and accepting the will of the people,” Tuya stated. The Defense CS also extended her gratitude to the security agencies in Narok County for ensuring a smooth and credible electoral process. Despite the high stakes and the tension that often flares during by-elections, the campaign period was observed to be peaceful, with residents turning out in large numbers to cast their ballots in 94 polling stations.

As David Keter prepares for his swearing-in, the focus shifts to his new role as a legislator. For the UDA, this victory reinforces its grip on the South Rift, while for the residents of Emurua Dikirr, the peaceful transition marks the beginning of a new chapter in representation focused on service delivery and regional development.
