Years after launching the controversial housing program and introducing levy deductions on the payslips of all public servants across the country, the Head of State His Excellency President William Ruto has finally acknowledged resistance or rather opposition from the program, while he was explaining on the removal of the deductions from payslips.

While making his remarks on Thursday, April 9th, 2026, during the second edition of the Africa Urban Forum (AUF) that was being held at the Kenyatta International Convention Centre (KICC), the Father of the Nation admitted that the housing program has been a major challenge that his administration fought tooth and nail to implement, amid push by his critics to discredit the initiative.

 

However, while explaining on removal of the levy deductions from payslips to cushion taxpayers amid harsh economic times, President Ruto affirmed that his administration is fully determined to continue with the programme, arguing that the initiative has not created jobs for thousands of Kenyans, but has also enabled the poor to afford houses with as slow as Ksh 3,800 per month.

For that reason, Ruto dismissed the push by some lawmakers to stop the deductions, terming the claims of leaders campaigning for stop of the deductions as pedestrian talks.

Before concluding his remarks, Ruto dismissed escalating allegations that the housing programme is at times funded by the World Bank loans, insisting that the initiative is only funded through money originating from the taxpayers.
