The Independent Policing Oversight Authority (IPOA) has responded to claims that a phone belonging to Central Police Station OCS Samson Talaam was used to ask for money from the public.

Speaking in court, an IPOA representative clarified that the phone is under strict custody and that there is a clear chain of how it has been handled since it was taken for investigations.

She explained that not even the lawyers or staff at IPOA have access to the phone.

According to her, the phone is currently with the lead investigator, Abdirahman Jibril, who is handling the case.

She requested the court to allow IPOA time to trace the phone’s activity and confirm what really happened.

The court has now ordered that the investigator, Mr. Jibril, must appear in court on Friday, June 20, 2025, to give a full explanation.

He is expected to tell the court if the phone was indeed used to send messages asking for money, and how that happened while it was in safe custody.

Meanwhile, the IPOA representative suggested that the phone number may have been “spoofed.”

Spoofing is when someone changes the appearance of a phone number to make it look like it belongs to someone else.

This trick can allow criminals to send text messages or make phone calls that seem real and trustworthy, even though they are fake.

This explanation raises the possibility that the phone may not have been used by someone within IPOA, but by fraudsters pretending to use it.

However, the court is still waiting for more details from the lead investigator before making a decision.
