President William Ruto has announced major changes on government payroll system immediately after travelling to Comoros. The president has affirmed that going into the future, all civil servants will be paid their salaries through a unique number of Unified Payroll Number (UPN). This means that all government officers will be required to have a unique number.

The president has made it clear that the government of Kenya is keen to reduce wage bill by first eradicating the ghost workers. This means that those are in employment will have to produce academic papers on how they obtained their jobs.

President Ruto is also clear that the Unified Payroll Number will ensure that government Payroll system is centralized. It’s also expected that, payment of government salaries must be linked to KRA and other relevant institutions of NSSF and NHIF so that relevant cuts can be made.

Ruto has remained confident that if government payment system is streamlined, this will ensure that employment is on merit and not through shortcuts. The president has complained severally of a huge payroll system that doesn’t show clarity and accountability especially on the part of Human Resource.
