President William Ruto has officially reappointed former Senate Speaker David Ekwe Ethuro as the Chairperson of the Higher Education Loans Board (HELB).
This significant announcement was made through a gazette notice issued on Friday, September 22, confirming Ethuro’s extended tenure in the position for an additional five years.
The reappointment decision was executed under the authority vested in President William Ruto by section 4 (1) (a) of the Higher Education Loans Board Act.
“In exercise of the powers conferred by section 4 (1) (a) of the Higher Education Loans Board Act, I, William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, re-appoint Ekwee Ethuro to be the Chairperson of the Higher Education Loans Board, for a period of five (5) years, with effect from the 19th September 2023.” President Ruto stated in the official declaration.
It’s worth noting that David Ekwe Ethuro had previously assumed the role of Chairperson of the Higher Education Loans Board in 2018, following his appointment by the retired President Uhuru Kenyatta.
Ethuro’s extensive political career includes serving as the Member of Parliament for Turkana Central from 1998 to 2013, a position that garnered him considerable experience in Kenya’s legislative affairs. Furthermore, he held the position of Assistant Minister for Planning and National Development from 1998 to 2002 during the tenure of the late President Daniel Moi’s government.
This reappointment reaffirms the government’s commitment to advancing higher education accessibility and funding for Kenyan students, with David Ekwe Ethuro’s wealth of experience and leadership expected to contribute significantly to the Higher Education Loans Board’s mission.
