President William Ruto’s administration through MP John Kaguchia is sponsoring a bill duped ‘The Environmental Health and Sanitation Bill, 2023 ‘ that seeks to ensure that all road users in Kenya enjoy their right to reasonable standards of sanitation, clean and healthy environment.

As such, the bill is proposing harsh punishment to Kenyans who own land on or buildings on public streets or along or near public roads but fail to keep the part of the land facing the road clean / free of waste.

According to the bill, it will now be mandatory for occupiers, owners or any other person in charge of any land or premises whose frontage is on any public street, footway or highway or underpass to keep the vicinity of such premises clean.

Failure to which one will be liable to a fine not exceeding two hundred thousand Kenya shillings ( KES 200,000 ) or imprisonment to a term not exceeding three months ( 3-Months ) or both.

“Any individual who contravenes the provisions of this section of the law commits and offense and will be liable to a fine not exceeding 200K and to a jail term not exceeding 3 months or both,” reads the bill.

After the National Assembly returns from break, this new bill will be the first to be presented to the floor of the house along with others.
