Public Servants could soon suffer a major blow if recent proposals by CS Moses Kuria are adopted.

This was after the Public Service CS in its last announcement, announced that the government is considering transitioning all civil servants from permanent employees to contractual terms.

The proposal was announced by Moses Kuria during a press briefing on Tuesday. Kuria said his proposal is set to undergo cabinet review on Friday.

The plan, once approved, will mark a departure from the traditional permanent employment (Permanent and Pensionable) model, with all government workers being renewed on contractual terms.

Kuria highlighted concerns regarding the current system, where one million civil servants reportedly consume a staggering 50 per cent of the country’s tax revenue, contributing to a bloated public wage bill.

“Last week, we discussed the alarming scenario where one million individuals are absorbing half of our tax revenue. This imbalance necessitates corrective measures to alleviate the burden on taxpayers,” Kuria stated

Under the proposed changes, every government worker, from drivers to cleaners, will operate under contractual arrangements. Kuria justified the move by drawing an analogy to the impermanence of human existence.

“If you want to be permanent, show me that even your tenure on earth is permanent; we are all on a contract basis even on this earth.” he added

Addressing the ongoing doctors’ strike, Kuria expressed dismay over the union’s refusal to adhere to court orders mandating the suspension of the strike. Consequently, he announced the immediate suspension of the union’s dues, citing non-compliance with legal directives.

“This circus is over,” Kuria declared, referencing the prolonged negotiations with the union. I have instructed my payroll personnel not to remit dues for this union, as doing so would amount to abetting crime and disrespecting court orders. Enough is enough!” he stated
