He says that ethic and work culture in the public service has seriously deteriorated with among others, working hours, no longer being adhered to.
Koskei has lamented that public servants also no longer adhere to dressing code, and official languages, which he has termed unacceptable.
“Adherence to work working hours, dress code, official language, codes of conduct and norms and standards is extremely poor,” he is quoted by Citizen Digital.
He made the remarks when he officially opened the 27th Annual National Human Resource Management Conference at a Naivasha hotel.
He also pointed out that some public servants are attending all seminars and workshops, including the one they have already attended, resulting in unnecessary government expenditures.
“I am aware you even have career trainees who attend every training, seminar or conference, even those that you have already undertaken.”
He also decried unfair labour practices, poor quality of customer service, lack of clear succession management in government institutions, maladministration in promotions, deployments, designations and staff development.
