It’s a constitutional mechanism used to remove such individuals from office.

Kawira Mwangaza defied all odds to become the first female governor of Meru owing to the fact that the previous holders of the office were both male.
Agriculture cabinet secretary Mithika Linturi has now spoke about the impeachment of their home county governor, he has welcomed the move of the members of of the county assembly saying that they are the one that are entrusted with the ability to impeach a governor once they go astray from the expectations of the people.
Mithika Linturi has gone on to allege two occassions the Meru governor has gone wrong, in the first instance, as the cabinet secretary for agriculture for the national government (Linturi) , Kawira is supposed to work with him in delivering to the people, Linturi says that it proved difficult for him to meet with the governor to organize on how to give seeds to the people.
On another Occassion, Linturi has accussed Mwangaza of conmanship by turning a project of the ministry of agriculture to be a county government project. Linturi says that Kawira Mwangaza turned a market built by the African development fund to a county government project, Linturi is now wondering what he will tell donors on where he took their money once they finds that the market bears the logo of the county government of Meru other than that of the agriculture ministry.
