President William Ruto will face significant challenges if he attempts to remove Public Service Cabinet Secretary Justin Muturi from office. Muturi’s position is fortified by a legally binding coalition agreement with the Kenya Kwanza government through the Democratic Party. This agreement not only legitimizes his role but also provides him with a legal basis to challenge any impeachment attempts in court. While it doesn’t fully protect him from parliamentary action, it creates significant legal and procedural hurdles.

Muturi’s deep-rooted political experience adds to the complexity. As a former magistrate and National Assembly Speaker for 10 years, he commands respect and influence, especially in Mount Kenya East. Any move to oust him risks alienating his supporters in the region, a critical voting bloc for Ruto’s government.

Moreover, MPs from Mount Kenya are hesitant to support another impeachment process after facing backlash for their involvement in the removal of former Deputy President Rigathi Gachagua. Muturi’s critics have also been cautious, knowing his strong regional and political alliances could backfire against their efforts.

With these legal, political, and regional dynamics at play, Muturi’s removal poses a significant challenge for Ruto, forcing the government to consider alternative strategies.
