Major General William Kamoiro, the General Officer Commanding Central Command, has told troops in the Boni Enclave that their mission includes safeguarding the Lamu Port-South Sudan-Ethiopia Transport corridor and the proposed Dangote East Africa petroleum refinery in Lamu.
Kamoiro made the point during a visit to Operation Amani Boni, where he was received by the operation’s commander, Brigadier Meshack Kishoyan, according to a report published on 16 October 2026. The tour covered the operation’s headquarters and forward operating bases at Bodhei and Baure.
The Boni Enclave sits in Lamu County, where KDF personnel are deployed to protect strategic national infrastructure. Kamoiro said a secure environment would be necessary to protect workers and surrounding communities and to allow the major development projects to proceed.
The LAPSSET corridor is a multi-country transport and infrastructure programme, while the Dangote East Africa refinery remains at the proposal stage. No timeline for the refinery or details of construction progress were provided, and no specific threats, incidents or troop numbers were disclosed in the report.
Beyond the infrastructure mission, Kamoiro addressed personnel welfare. He urged soldiers to manage their finances prudently, to invest carefully and to use the KDF mortgage scheme responsibly. He warned against gambling, predatory lending and drug abuse, saying such practices could damage individual welfare, discipline and operational performance.
He also called for continued physical fitness, sound health and responsible handling of military equipment and logistical resources to sustain operational readiness. Troops were asked to remain vigilant and to pursue intelligence-led operations against security threats in the enclave.
Kamoiro conveyed a message from the Chief of the Defence Forces during KDF Day celebrations, reaffirming support for personnel serving in operational areas. He acknowledged the sacrifices and resilience of deployed troops and urged them to remain professional and committed to their duties.
The report did not specify the exact date of the visit, and no original KDF statement was directly cited. The information rests on a single published account, with no independent corroboration of the visit or the statements attributed to Kamoiro.
