Former Information, Communications and Digital Economy Cabinet Secretary Eliud Owalo has officially launched a new political party, the People Prosperity Party (PPP), as he begins his campaign for the 2027 presidential election.

Speaking during the party’s launch in Nairobi on Wednesday, July 8, Owalo said PPP would champion economic transformation, national development and improved livelihoods for Kenyans. He described his presidential bid as a mission to deliver Kenya’s “third liberation,” focusing on economic empowerment and shared prosperity.

Owalo said his leadership would mark a departure from what he termed “career politics,” promising a results-driven government centred on improving the lives of ordinary citizens.

The former CS served in President William Ruto’s administration before leaving the Cabinet in 2024 following government changes. He was later appointed Deputy Chief of Staff in charge of Delivery and Government Efficiency at State House but resigned in January 2026 after announcing his intention to challenge President Ruto for the presidency.

In his resignation statement, Owalo said remaining in the State House position would no longer be appropriate after declaring his presidential ambitions. He added that his experience working alongside different political leaders had prepared him to seek the country’s highest office.

As part of his 2027 campaign agenda, Owalo pledged to ease the tax burden on Kenyans by reducing several key taxes and levies. His proposals include lowering the top income tax rate from 35 percent to 20 percent, cutting Value Added Tax (VAT) from 16 percent to 10 percent, and reducing the housing levy from 1.5 percent to 0.5 percent.

With the launch of the People Prosperity Party, Owalo is expected to embark on nationwide campaigns as he seeks support to challenge President William Ruto in the 2027 General Election.
